The 10 dB rule: the topic that causes most Amsterdam HOA disputes

More than half of Amsterdam’s housing stock sits in an owners’ association (VvE), and almost every deed of division sets a rule for hard floors. The usual wording: impact-sound insulation of the bare floor, including the covering, must reach 10 dB or more (insulation index Ico ≥ +10 dB). In the modern European unit that is LnTA ≤ 49 dB.

Three things to know before you buy anything:

1. The Building Decree is not a defence. Meeting national building rules does not help if your deed is stricter. The deed comes first.

2. The requirement applies when you install new. Amsterdam District Court ruled in 2018 that an existing floor need not be brought up to the rule — but as soon as you lay a new hard floor, it applies in full.

3. Ten decibels is not reached with a standard underlay. Typical 2 mm PE foam is about 8 dB. In the same Amsterdam case an acoustics firm measured indices from 0 to 6 dB for residents who thought they were fine.

What we do: before quoting we ask for your deed and house rules, choose a build-up with a certified value, and attach the manufacturer’s test report to the invoice. That report is what the board will ask for.

Underfloor heating: why your floor choice decides whether the house gets warm

Floor and underlay together act as a blanket over your heating. The thicker the blanket, the less heat comes through. The industry limit is a thermal resistance of Rd 0.15 m²K/W for floor plus underlay together. Where underfloor heating is the only main heat source, 0.13 is used; as secondary heating 0.18 is allowed. Combined heating and cooling: 0.10.

In practice this is where it fails: 20 mm solid oak is already about 0.11, plus a 5 mm wood-fibre board (0.12) reaches 0.23 — one and a half times over the limit. The floor never warms up, the boiler runs continuously, and nobody understands why.

The calculator on this page adds the Rd of your floor and underlay and warns as soon as you exceed 0.15. It costs you nothing and saves a winter of frustration.

Amsterdam building types

A canal house from 1680 and a new-build apartment on IJburg need a completely different floor build-up. That is not a detail: it decides whether your floor stays flat.

Canal house and listed building (before 1900)

Timber joists that visibly sag, floors that slope two to four centimetres, and sometimes an original pine board floor worth sanding instead of replacing. Compound does not belong here: it cracks with the moving timber. We lay underlayment or OSB and only then the floor. On listed buildings the finished floor height often may not change.

Pre-war home (1900–1940)

De Pijp, Oud-West, Oost. Timber upper floors with a single board layer, where sound goes straight through to downstairs neighbours. Here the underlay matters more than the floor itself: plan a 10 dB build-up and allow for thresholds that are rarely level.

Post-war gallery and porch flat (1950–1975)

Nieuw-West, Noord, Zuidoost. Concrete floors, usually flat, which makes the work predictable and affordable. Almost all HOAs from this period enforce the 10 dB rule. Having five apartments in one porch done together saves everyone money.

1970s–90s and Vinex

Sand-cement screeds, often slightly hollow or crowned. One levelling pass of 1 to 3 mm is usually enough. Watch the crawl space: without a vapour barrier, moisture rises through the concrete and lifts your laminate.

New build (IJburg, Zuidas, Houthavens, Sluisbuurt)

Anhydrite screed with underfloor heating — that needs two things: a CM moisture test before laying (anhydrite max 0.5 CM%) and an Rd calculation of the floor build-up. In a home younger than two years everything is 21% VAT, poured floors included.

HOA, landlord and commercial space

For HOAs we install whole porches in one pass and supply the acoustic test report for the file. For landlords: rental-ready between tenants, with a photo report, and material that survives a move. For commercial spaces we work outside opening hours.

Construction waste disposal: price per m³ and floor

We carry waste in bags to the skip. The price depends on volume, waste type and floor level. Heavy waste means tiles, tile adhesive, screed and concrete. All amounts per m³, including 21% VAT.

From the 3rd floor up, a window hoist is often cheaper: € 105 per m³, minimum € 305 per hire. A rubble chute costs € 65 per m³ plus € 435 for installation; usually only possible at the rear.

What does laying a floor cost per m² in Amsterdam?
Installation only: laminate € 9.50–14, click vinyl € 22–28, glued vinyl € 28–35, floating parquet € 18–26 per m² excluding VAT. All-in — including floor, levelling, underlay, skirting and disposal — a laminate floor is about € 45–60 per m² and a PVC herringbone about € 75–95 per m² including 21% VAT. The calculator on this page works out your own situation in 60 seconds, cutting waste included.
Do I pay 9% or 21% VAT?
21%. Belastingdienst says the 9% rate applies only to insulating, painting, plastering, wallpapering and cleaning of homes older than two years. Floor-covering installation is not on that list. One exception: poured and coated floors do fall under 9%, because the tax office classifies them as painting — sand-cement, levelling compound, anhydrite and trowel floors do not. If a supplier charges 9% on laminate or vinyl, they risk an assessment. We split this correctly on the quote.
My HOA requires 10 dB. What does that mean exactly?
Your deed of division requires that impact-sound insulation of the floor, including the covering, reaches an insulation index of 10 dB or more (Ico ≥ +10 dB, in the modern unit LnTA ≤ 49 dB). Standard 2 mm PE foam reaches about 8 dB and is therefore not allowed. You need a certified underlay — XPS 10 dB, rubber 14 dB, cork — or a floor with an acoustic backing. We ask for your deed, choose the right build-up and supply the test report. Meeting the Building Decree is not a defence if your deed is stricter.
Can I combine 10 dB and underfloor heating?
Yes, but not with the standard products. Underlays that reach 10 dB (XPS, rubber, cork) have a thermal resistance of 0.08 to 0.10, and together with the floor you then exceed the Rd 0.15 limit underfloor heating sets. There is one category of combi underlays that reaches 10 dB at Rd 0.045. That costs € 9.50–14.50 per m² instead of € 4.50 — the honest price of meeting both rules at once. The calculator warns you automatically when the combination fails.
How much cutting waste should I allow?
Straight lay 7 to 10%, staggered 8 to 10%, diagonal 13 to 15%, herringbone 15 to 20% and Hungarian point 15 to 20%. In a room with many corners, niches or a bay window add another 3 to 5%. On 40 m² herringbone you therefore order about 47 m². We calculate that up front in the quote instead of billing it later as extras — and full leftover packs we take back or leave with you.
Why is herringbone so much more expensive?
Two reasons. Cutting waste is more than twice as high as straight lay, and installation takes about one and a half times as long: every plank along the wall is cut at 45 degrees. Herringbone planks must also have an exact 1:2 ratio or the joints do not line up — so they are special, dearer planks. Allow € 20 to € 30 per m² more all-in versus the same floor laid straight.
Does my floor need levelling?
That depends on flatness. The standard (NEN 2747) allows under vinyl and parquet a maximum 2 mm deviation over 2 metres, under laminate 3 mm. We measure that at the survey with a straightedge. In practice at least three quarters of Amsterdam floors need levelling, and on a settled pre-war floor one layer is rarely enough. Lay vinyl on an uneven floor and every irregularity shows in the wear layer within six months.
How long must a new screed dry?
Rule of thumb: one week per centimetre of thickness, up to four centimetres; above that disproportionately longer. But time is not proof — only a CM test is. Cement screed may have at most 2.0 CM% residual moisture, anhydrite at most 0.5%. With underfloor heating the rule is stricter still. Laying too early makes the floor buckle or the adhesive fail, and no manufacturer covers that.
What is the difference between click vinyl and glued vinyl?
Click vinyl floats on an underlay and can be lifted when you move. Glued vinyl (dryback) is fully fixed: quieter, flatter, and the only good choice over underfloor heating because heat transfers directly. Glued needs a perfectly levelled substrate and is therefore dearer in preparation. In a rental home choose click; in an owner-occupied home with underfloor heating choose glued.
Can a floor go over my existing tiles?
Yes, and that saves demolition, a skip and three days. The tiles are degreased, primed with bonding primer and the joints filled with fibre-reinforced compound (€ 18–24 per m²). What does not work: laying over loose tiles or over a floor that still lets moisture through. Allow for the floor rising 1 to 2 cm — doors then need shortening.
What happens to my doors?
After a new floor with underlay almost every interior door binds. We shorten and rehang them for € 18–35 per door. In the Complete package that is included. With a special threshold or a listed panel door we discuss first.
Can I supply the floor myself and only have it installed?
Yes. You then pay only labour and preparation. We say honestly that it usually saves less than people think: we buy at wholesale and pass part of that benefit into the all-in price. With customer-supplied material our installation guarantee still applies, but not the product warranty, and before we start we check for transport damage and colour difference between batches. Set the calculator switch to “I supply the floor myself” and you see the difference exactly.
What is in your all-in price?
Seven things: moving furniture and putting it back, removing and disposing of the old floor, the new floor, the underlay, skirting and profiles, the installation itself, and a clean handover. What is not included is equally clear: levelling thicker than 3 mm, a new screed, underfloor heating, the stairs and a skip. Those items you add yourself in the calculator.
How long does it take?
A 70 m² apartment in laminate or click vinyl: two to three working days including levelling and one drying day. Glued vinyl: three to four days, because the compound must dry fully. Herringbone: allow one and a half times as long. Solid parquet sanded and oiled on site: five to seven days, of which two days not walked on. The calculator gives an estimate per situation.
Do you work evenings, weekends and public holidays?
Yes. Evening work after 18:00 costs 30% more on labour, Saturday 50%, Sunday and recognised public holidays 100%, night work also 100%, and rush within 48 hours 35%. Materials are never surcharged. For shops and offices night work is often the cheapest option, because you stay open during the day.
Is a floor suitable for a bathroom?
Vinyl, sheet vinyl, marmoleum and tiles yes; laminate only in the waterproof grade, and timber no. In a bathroom detailing matters as much as the material: the joint at the shower must be sealed with silicone and the floor should run under the sanitary ware. A poured floor is often the nicest solution here — and the only one at 9% VAT.
What if my floor is uneven or has settled?
Up to about 10 mm deviation across the room, levelling solves it. Beyond that it becomes a new screed (€ 20–30 per m²) or, on a timber joist floor, packing with battens and underlayment. What we do not do is hide a settled floor without knowing the cause: with a bowed joist floor or settled foundations that is a structural engineer’s job, and we say so.
How does the factory warranty work?
Manufacturers give 10 to 35 years on floors, but read the terms: it covers the product only, never labour, and lapses with incorrect installation, water damage, use in wet rooms and normal wear. Claims usually must be made within two months of discovery. That is why we also give our own installation guarantee of 2, 5 or 10 years — exactly the gap the factory warranty leaves.
Do I get free samples?
Yes, up to five samples free. And we recommend leaving them for two days where the floor will go: morning light, evening light and artificial light do very different things to an oak colour. On this page you can also upload a photo of your own room and see the floor in it straight away, including the laying pattern.
Can I see how the floor will look in my home?
Yes — that is the centrepiece of this page. You take a photo of your room, mark the four corners of the floor, choose a product and a laying pattern, and the page draws the floor with correct perspective, real plank size and the shadows of your own room. The photo stays on your phone and is not sent anywhere. The same measurement also yields your floor area, so you see the cost immediately.
How accurate is measuring from a photo?
Accurate enough for a guideline price, not for the order. The model corrects perspective via the four corners and one known dimension. If you photograph square-on, you are usually within 5%. We only place the final order after the free home survey, with a laying plan and joint layout.
What is the difference between laminate and vinyl?
Laminate is pressed wood fibre with a photo layer: cheaper, harder, sounds brighter and cannot take standing water. Vinyl is plastic: waterproof, quieter, warmer underfoot and more resilient, but dearer and more sensitive to indentation from heavy furniture. For a kitchen, hall or rental home choose vinyl; for a bedroom on a small budget choose laminate.
What is Rigid or SPC?
Click vinyl with a stone core instead of a soft core. Advantages: it does not expand in sun — important behind large south-facing windows — and it bridges small unevenness in the substrate. There is also a version with an acoustic backing that reaches 10 dB on its own, which in an HOA apartment saves a separate underlay.
Can I have my old timber floor refurbished instead of replaced?
Often yes, and it is usually half the cost. Sanding and refinishing costs € 20–32 per m² versus € 45–90 for a new timber floor. The condition is that the boards are thick enough (at least 4 mm remaining wood above the tongue) and that the floor is not too damaged by moisture or woodworm. At the survey we say honestly whether it is worth it.
Do you also install stairs only?
Yes. Carpet € 58–91 per tread, vinyl € 103–157, laminate € 91–149, timber € 128–153, all excluding VAT and including material. A standard 13-tread stair thus comes to € 750 to € 2,000 excluding risers. Combine the stair with the living-room floor and we do it in the same visit, saving a call-out.
What happens to my old floor?
We take it out and dispose of it: € 4–8 per m² for carpet, vinyl or laminate, € 9–16 for glued vinyl and € 14–26 for tiles. Disposal is sorted. A 3 m³ skip (Hartog Amsterdam) costs € 305 hire plus a € 125 placement permit; if no skip fits on the street, we work with bags.
Can I pay in instalments?
Yes. Standard 40% when materials are ordered, 60% on handover after your approval. Jobs above € 7,500 in three stages. We never ask for the full amount up front — if a contractor does, treat it as a warning.
Do you work for HOAs and landlords?
Yes, and that is a large part of our work. For HOAs we install whole porches in one pass, with one survey and a neighbour discount for all owners, plus the acoustic test report for the board. For landlords we hand over rental-ready between tenants, with a photo report and material that survives moves.
Why is Amsterdam dearer than the rest of the Netherlands?
Three reasons, and we name them rather than bury them in the m² rate: parking and access (€ 32–62 per working day in the centre), materials that must go up a narrow stair or through a window, and uneven pre-war floors that need more compound. Those items sit separate and visible on our quote.
What if there is asbestos under my old floor?
In buildings before 1994 asbestos can sit in old sheet vinyl, in the black adhesive underneath and in certain floor tiles. We do not break out anything we suspect. If in doubt you commission an asbestos survey by a certified firm and we plan around it. That is not a delay tactic but a legal duty — and your health.
How do I maintain my new floor?
Sand is sandpaper: a dirt-trap mat at the door catches up to 80% of it and pays for itself in two years. Also felt pads under all furniture legs, never steam-clean vinyl or laminate, and use the cleaner for that floor type — the wrong one attacks the wear layer and voids every warranty. At handover we give a written care sheet.
How soon can you start?
Stock floors usually within 5 to 10 working days. Special orders depend on the manufacturer: allow 2 to 5 weeks. Rush within 48 hours is possible at 35% surcharge on labour, if the material is in stock. In the planner on this page you see the first free window.
Can I return leftovers?
Full, unopened packs we take back up to 30 days after handover. Opened packs no — and we recommend keeping one pack. In five years your design is probably discontinued, and then a spare pack is gold when something is damaged.
What happens to my data?
Your request goes to our email, our CRM and our WhatsApp — nowhere else. We do not sell leads and this page sets no tracking cookies. Photos you use in the visualiser or measurement stay fully in your browser and are not uploaded, unless you attach them yourself with the request.
What is the difference between you and a job platform like Werkspot?
On a platform you fill in a form and get three to five companies on the phone who paid for your lead. You do not know who will come and you see the price only after the call. Here you see the all-in price including cutting waste before you give anything away, you choose the product, pattern and arrival window yourself, and there is no middleman in the chain who must be paid.
