The 10 dB rule: the topic that causes most Amsterdam HOA disputes
More than half of Amsterdam’s housing stock sits in an owners’ association (VvE), and almost every deed of division sets a rule for hard floors. The usual wording: impact-sound insulation of the bare floor, including the covering, must reach 10 dB or more (insulation index Ico ≥ +10 dB). In the modern European unit that is LnTA ≤ 49 dB.
Three things to know before you buy anything:
1. The Building Decree is not a defence. Meeting national building rules does not help if your deed is stricter. The deed comes first.
2. The requirement applies when you install new. Amsterdam District Court ruled in 2018 that an existing floor need not be brought up to the rule — but as soon as you lay a new hard floor, it applies in full.
3. Ten decibels is not reached with a standard underlay. Typical 2 mm PE foam is about 8 dB. In the same Amsterdam case an acoustics firm measured indices from 0 to 6 dB for residents who thought they were fine.
What we do: before quoting we ask for your deed and house rules, choose a build-up with a certified value, and attach the manufacturer’s test report to the invoice. That report is what the board will ask for.
Underfloor heating: why your floor choice decides whether the house gets warm
Floor and underlay together act as a blanket over your heating. The thicker the blanket, the less heat comes through. The industry limit is a thermal resistance of Rd 0.15 m²K/W for floor plus underlay together. Where underfloor heating is the only main heat source, 0.13 is used; as secondary heating 0.18 is allowed. Combined heating and cooling: 0.10.
In practice this is where it fails: 20 mm solid oak is already about 0.11, plus a 5 mm wood-fibre board (0.12) reaches 0.23 — one and a half times over the limit. The floor never warms up, the boiler runs continuously, and nobody understands why.
The calculator on this page adds the Rd of your floor and underlay and warns as soon as you exceed 0.15. It costs you nothing and saves a winter of frustration.

Floor installation is not on the 9% list; that rate covers insulating, painting, plastering, wallpapering and cleaning only. Anyone promising 9% on laminate or vinyl risks a tax assessment — and so do you. Poured floors do qualify for 9%, and we split that correctly.
Fixed price after the survey — extras only on your say-so
What is on the quote after the free survey is what is on the invoice. If more levelling compound is needed, you hear that before we start, not afterwards.
Cutting waste shown up front, leftovers are yours
With herringbone, 18 to 20% of the material goes to waste. We calculate that openly instead of billing it later as “extras”. Full leftover packs we take back or leave with you — your choice.

Note the difference: the factory warranty on the floor covers the product only, never labour. We also give a written guarantee on the installation. Almost nobody in this market does that.

Types of floor covering

Underlays: the part nobody sees and everyone forgets

Preparation, sanding and levelling

Amsterdam building types
A canal house from 1680 and a new-build apartment on IJburg need a completely different floor build-up. That is not a detail: it decides whether your floor stays flat.
Canal house and listed building (before 1900)
Timber joists that visibly sag, floors that slope two to four centimetres, and sometimes an original pine board floor worth sanding instead of replacing. Compound does not belong here: it cracks with the moving timber. We lay underlayment or OSB and only then the floor. On listed buildings the finished floor height often may not change.
Pre-war home (1900–1940)
De Pijp, Oud-West, Oost. Timber upper floors with a single board layer, where sound goes straight through to downstairs neighbours. Here the underlay matters more than the floor itself: plan a 10 dB build-up and allow for thresholds that are rarely level.
Post-war gallery and porch flat (1950–1975)
Nieuw-West, Noord, Zuidoost. Concrete floors, usually flat, which makes the work predictable and affordable. Almost all HOAs from this period enforce the 10 dB rule. Having five apartments in one porch done together saves everyone money.
1970s–90s and Vinex
Sand-cement screeds, often slightly hollow or crowned. One levelling pass of 1 to 3 mm is usually enough. Watch the crawl space: without a vapour barrier, moisture rises through the concrete and lifts your laminate.
New build (IJburg, Zuidas, Houthavens, Sluisbuurt)
Anhydrite screed with underfloor heating — that needs two things: a CM moisture test before laying (anhydrite max 0.5 CM%) and an Rd calculation of the floor build-up. In a home younger than two years everything is 21% VAT, poured floors included.
HOA, landlord and commercial space
For HOAs we install whole porches in one pass and supply the acoustic test report for the file. For landlords: rental-ready between tenants, with a photo report, and material that survives a move. For commercial spaces we work outside opening hours.

Construction waste disposal: price per m³ and floor
We carry waste in bags to the skip. The price depends on volume, waste type and floor level. Heavy waste means tiles, tile adhesive, screed and concrete. All amounts per m³, including 21% VAT.

From the 3rd floor up, a window hoist is often cheaper: € 105 per m³, minimum € 305 per hire. A rubble chute costs € 65 per m³ plus € 435 for installation; usually only possible at the rear.
If the skip is more than 15 metres from the front door, add € 12 per m³ for every extra 10 metres. Minimum disposal job: € 180.
